Are you launching notes.exe?

I can run mutiple users without issue as long as they are launching nknotes.exe, but I run into issues with users launching notes.exe. Seems admins on the server can do it, but no one else can (with more restricted credentials). And even then as an admin, only one at a time....how are you doing it? What notes.ini entries are you referring to? Thanks!
